Key issues for continuing vocational training policies in Italy, based on the results of the Inapp Survey Indaco-Companies

Abstract

The role of Continuing Vocational Training (CVT) is increasingly significant, driven by rapid technological evolution and the digitalisation of companies, necessitating recurrent upskilling and reskilling. In Italy, a positive trend in CVT utilization over the past five years has been documented (Italian Parliament, 2020; Angotti, 2017). This paper examines the evolving complexity of this trend, highlighting two new legislative measures aimed at creating a more cohesive CVT system: the Piano Nazionale di Ripresa e Resilienza (Italian Government, 2021) and the Fondo Nuove Competenze (Law 17 July 2020, n. 77), alongside the Garanzia di occupabilità per i lavoratori programme (MLPS, Decree of 5 November 2021). These policies are crucial for supporting Italy's socio-economic development. A cross-cutting analysis of the INDACO-Companies survey by INAPP reveals the following key issues: geographical and size-based disparities among companies, gender, age, and qualification gaps, sectoral differences in CVT utilization, limitations in public funding, low incidence of digital and ecological transition training, high rate of mandatory training, and misalignment between training needs analysis and skill development. This study offers insights for enhancing CVT policies to address these critical issues while acknowledging some positive elements.
